The reality is painfully obvious in this case. This phone booth is the nearest booth to Masarykovo Nadrazi, where local meth (pervitin/piko) junkies have moved recently from Hlavni Nadrazi. So, to prevent them from applying meth in this phone booth, the blue light has been installed, one can't see his veins in this light.
